By bringing together a cohort of distinguished international and Ukrainian professionals and analysts, CIRS creates a potent network capable of identifying and solving key challenges in Ukraine's foreign policy. The core values of policy recommendations at CIRS are professionalism, impartiality, and national interests.
The main product of the Initiative is a set of policy memos that are regularly produced and delivered to the Ministry of Foreign Affairs of Ukraine, the Secretariat of the President of Ukraine, the Parliament, and the National Security and Defense Council of Ukraine.
The development of policy recommendations is a multi-stage process:
I. Communication between CIRS, its partners (experts, Ukrainian and foreign NGOs), and decision makers (Civic Councils at MFA, MoD, NSDC, etc.)
II. Development of recommendations. Members of the network of experts (including faculty members of Ukraine's leading universities, think-tank analysts, former government officials, etc.) regularly hold consultations with Policy Recommendation Initiative staff regarding the focus of the new policy memos.
The project envisions instant access to world's best practice in the field and cooperation with leading think-tanks in order to assure the high quality of the outcome.
III. Dissemination. The policy memos providing answers and alternative views on most pressing issues facing Ukraine are disseminated among the relevant staff at the Ministry of Foreign Affairs, the Secretariat of the President, the Parliament, the Ministry of Defense, and the National Security and Defense Council of Ukraine.

The primary mission of CIRS's Policy Recommendation Initiative is to assist the Ukrainian government with developing a more efficient and coherent foreign policy. Being a natural extension of the Center's research and analysis, the Initiative complements CIRS's efforts in making policy impact in the fields of international relations, regional and global security, and Ukrainian foreign policy.
